  6. Jamani mumemsikia jamaa huyo, hii ni aibu ila ni kutokana na elimu yetu ya kitanzania ya kudesa (bila shaka huyu kijana alipata mitihani feki) anasema Tanzania ilipatikana 1964 baada ya kuunganishwa Zimbabwe na Tanganyika???
    Huu ni umbumbumbu wa mwisho kwa naibu waziri tena wa elimu,Tanzania tunaelekea wapi?? nimegunduwa ndio maana 60% ya watoto wa darasa la saba walioingia kidato cha kwanza hawajuwi kusoma na kuandika.

  15. after i went through other presentations at the same summit, this is my analysis, THREE IMPORTANT THINGS to note:

    firstly, knowing english and speaking english are two different things,

    secondly, he was nervous and thought he said what he read (if you check slides it says Zanzibar not Zimbabwe),

    third, he didnt have a command of the language and kept reading, if you check other presentations, some junior representatives in other countries Education ministries gave lectures with indepth analysis WITHOUT relying on their slideshows.

    conclusion, This means our 'bright graduates from UDSM' can't compete at regional, let alone global stage if a chance arises.

What if it was a Q&A session? Please don't you ever use English again as you represent our beloved country. Na nyie wizara ya elimu siku nyingine ni bora akaongea Kiswahili tu halafu watu wakatafsiri. Makosa ni mengi mno hata YA matamshi. Mimi najua wizarani kuna wataalamu wa hii lugha kibaso kwa nini mmoja asisome kwa niaba yake. Mimi natoka Mbeya, anakotoka huyu Mheshimiwa... ametutia aibu.

  18. The meeting is entitled 'African Brains' and you are showing no brains at all, you shouldn't represent us ever again! Plus you should resign as you have demonstrated a very high level of ignorance and lack of attention. What you have done speaks of the government and Tanzanians at large, but that should never have come out of a man of your status!

  31. Ni kweli Philipo Mulugo ametuaibisha sana. Sijui Wakenya wanasemaje baada ya kumsikia. Labda wanasema ndiyo kawaida yetu. Lakini si jirani zetu tu wanaotucheka. Huo ulikuwa ni mkutano wa kimataifa kule Afrika Kusini ambako Mulugo alituwakilisha. Wanatucheka dunia nzima. Kosa lake siyo la lugha tu. Ni kweli hajui Kiingereza. Lakini pia ni ukweli kwamba hana elimu yoyote ingawa anajiita "mwalimu" na anasema ana shahada kutoka chuoni. Hafai hata kufundisha darasa la kwanza.

    He is a disgrace not only to Tanzania but to black Africa as a whole because he has reinforced notions and stereotypes among many whites and other non-blacks - yes, including our fellow countrymen of Arab, Asian and European origin right here in Tanzania - who contend and even believe that we are mentally deficient and genetically inferior to them because of our position in the racial hierarchy being on the lowest rung of the evolutionary ladder, despite evidence to the contrary. But that is the perception and perception is reality.

    Mulugo's pathetic performance is also a reflection on President Jakaya Mrisho Kikwete whose calibre as a leader is questioned by many people including those in his own party, CCM. He is the one who appointed Philipo Mulugo deputy minister of educational and vocational training. He should have known that Mulugo was functionally illiterate. Even Youtube has blocked comments on the video obviously at the request of the Tanzanian government because of Mulugo's deplorable performance at the conference in South Africa.

    That is the price we have to pay as a nation for compromising standards of excellence across the spectrum. People are given jobs they don't deserve. Students perform poorly all the way to the university level because schools don't enforce rigorous intellectual discipline. Those who teach them are not even qualified to be teachers or professors. What do you expect? Academic excellence?

    I come from the old school. I remember how our teachers in middle school used to punish us for making grammatical mistakes in English. They forced us to write the same sentence, the correct version, numerous times so that we don't make the same or any other mistake again. There were other forms of punishment meted out to us to achieve the same objective. That was in the sixties before and after independence. Even in the seventies, we had excellent schools and teachers here in Tanzania.

    So what happened? Everything has gone downhill since then. I weep for my country.

  32. Kwa kweli hii ni aibu halafu tunashangaa kwa nini watoto wanamaliza darasa la saba hawajui kusoma au kuandika!..

    Kama wachangiaji wengine walivyochangia nadhani inatosha sasa kujaribu kuongea Kiingereza, tuongee tu Kiswahili halafu tutafute wakalimani vinginevyo tutazidi kujiaibisha.

    Na suala lingine naona hapa ni kuwa hakuwa makini katika alichokua anasoma labda ni kwa kutokujiandaa au kuwa na hofu ya watu wengi!..Ila najiuliza tena na tena kweli ni Mtanzania huyu?, hajui hata lini tuliungana na Zanzibar na Pemba?

  33. Hizi National Technical Awards (NTA) zimebadilika lini? Kama hajazibadili, mbona anawadanganya watu. Sikiliza kwa makini kuanzia 07:15 na kuendelea.. (.. but from level 9 to level 12 we award higher diploma and bachelor degrees...)anachosema si sahihi nta levels zipo kwenye tovuti ya NACTE (http://www.nacte.go.tz/page.php?lang=en&p=614&s=quicklist). Higher diploma ni level 7 na bachelor degree ni level 8.

    Tusilaumu lugha, nafikiri ni tatizo la kutojiandaa... kwa sababaishaji na kutokuwa makini katika maswala muhimu..

    Hapa nchi imedhalilika, ikiwa na pamoja na aliyemteua... siwezi amini naibu waziri wa elimu anashindwa kujua vitu vya muhimu kama hivyo, ambavyo anavisimiamia... sasa kuna kila sababu ya kuona ni kwa nini wanafunzi wetu wanahitimu la saba hawajui kusoma na kuandika.
